Education systems are complex. They are composed of multiple actors and components that must work together to facilitate learning. Strong education systems are responsive and resilient, reaching all girls and boys with quality learning opportunities.
GPE works to transform education systems holistically, based on a deep understanding of country context and evidence. Strengthening government-led education systems is crucial to realize the ambition of GPE 2025.
GPE promotes policy dialogue to identify key education priorities that have the potential to unlock system-wide change. GPE also works to align external support to these priorities and jointly monitor, learn and adapt during implementation to build evidence and enable course-correction.
As a partnership, GPE brings together donors, multilateral institutions, civil society, teacher representatives, philanthropic foundations and the private sector behind partner country governments' plans.
As a fund, GPE provides financing to catalyze reforms and support national action and commitment.

Funding Policy
For two decades, GPE has been delivering funds and supporting solutions to build strong and resilient education systems in countries characterized by extreme poverty or conflict so that more children, especially girls, get the education they need to thrive and contribute to building a more prosperous and sustainable world. GPE brings together all partners invested in education --lower-income countries, donors, international organizations, civil society, including youth and teacher organizations, the private sector and private foundations-- to transform education systems focusing particularly on the places and people with the greatest needs. Our unique model has helped partner countries make significant progress in improving access, learning and equity, and achieve better outcomes for hundreds of millions of boys and girls. -
Principles
The GPE Charter enumerates 8 principles for the partnership: - Education as a public good, a human right and an enabler of other rights - Focusing our resources on securing learning, equity and inclusion for the most marginalized children and youth, including those affected by fragility and conflict - Achieving gender equality - Enabling inclusive, evidence-based policy dialogue that engages national governments, donors, civil society, teachers, philanthropy and the private sector - Providing support that promotes country ownership and nationally identified priorities, and is linked to country performance in achieving improved equity and learning - Improving development effectiveness by harmonizing and aligning aid to country systems - Promoting mutual accountability and transparency across the partnership - Acting on our belief that inclusive partnership is the most effective means of achieving development results The GPE 2025 strategy is built around 4 principles for an effective partnership: - Increased decentralized mutual accountability - Rebalanced country-level model - Strengthened national government ownership and capacities - Reduced GPE processes and transaction costs
